Water diplomacy is a central tool of the Blue Peace initiative, fostering dialogue and engagement among different stakeholders in water management — including riparian communities, scientists, and policymakers. This dialogue helps to prevent conflicts over water resources and can pave the way for cooperation processes and mechanisms such as river basin management plans, data sharing, or the joint management of water infrastructure. Recognising the important role that women play in conflict prevention, and the need to enhance their full participation in the water sector, Blue Peace explicitly supports women in water diplomacy.
Tools
Blue Peace offers a variety of water diplomacy tools for engagement in different contexts. These include good offices, consultation platforms, safe spaces, dispute-resolution mechanisms, and study tours. Study tours promote the exchange of experiences within and between regions. These dialogues help build trust among countries sharing water resources and support their joint management.

Tailor-made solutions require agility and flexibility to navigate dynamic political and institutional contexts. Blue Peace applies these tools in both formal diplomatic processes and informal engagements. See graphic: Track 1 addresses high-level governmental representatives through official channels. Track 1.5 involves official state actors in informal processes. Track 2 reaches out to non-state actors such as NGOs, academics, the private sector, local communities, and media.
